鎮民代表會是鎮民代表集會之場域，象徵著新埔鎮地方居民的心聲所在，作為人民的代表，最重要是聽取民眾的聲音及人民關注的議題，鎮民代表們必須盡力去瞭解、協助、為其發聲。傾聽人民的聲音很重要，是承擔解決社會問題的重要一步。
此件作品將五個元素「柿子：代表新埔人民」、「客家花布：代表客家族群」、「愛心：代表心聲與關心」、「側臉：代表公僕」及「耳朵：代表傾聽」結合在一起，作為容易理解的象徵符號，設置於鎮民代表會的牆面，提醒著來往繁忙於公務的公僕們，不要忘記「付出關心並用心傾聽人民的聲音」。

The Xinpu town council is the assembly venue of the representatives of townsmen. It symbolizes the very place where the voice of local inhabitants is heard and responded to. As representatives of Xinpu town, it is essential for them to listen carefully to townsfolk and take proper action on the issues concerned . It is also the representatives job to do their best to understand and assist their people as well as to speak out on behalf of them in public, since showing the will to listen is the important initial step toward bearing long-term responsibility over solving social issues and problems. The art piece is composed of five elements with respective symbolic meaning of each: Persimmon(as the Xinpu townspeople), Hakka cloth(as the Hakka ethnic group), Heart(as the voice and opinion from), Side Face (as public servants) and Ear (as to listen carefully). It is designed as a symbol easy to understand for everyone and is to be set up on the town council walls to remind the busy public servants of their duties: to show sincere care and to keep listening to the true voice of townspeople in Xinpu.
