以「龍」奔騰飛耀的動態，圍繞成一個圓「井」的街道傢俱，連結了對「龍井」地名的想像，將藍色的帶狀馬賽克覆蓋其上，象徵著流經龍井的重要河川「烏溪」，並於地坪上以手工馬賽克鑲嵌技法，拼貼在地常見的各種花卉，呼應龍井地區因應農地休耕期轉種各式花卉而常見花田茂盛的美麗景象。取名「錦上添花」是為了用「錦」的諧音「井」，來代表地名龍井，也有取其意涵，好又更好、美上加美的意思。

The design focuses on the imaginative space that the name "Longjing" conjures up. Blue ribbons formed by mosaic tiles surround the centerpiece, the flowing blue strip symbolizing the Wu River, an important water body that passes through Longjing. In the middle a riot of flowers commonly found in Longjing, each mosaic tile carefully laid by hand. This artwork reflects the beautiful sights in the Longjing area, which is often created by the beauty of a myriad of flowers blooming in the fields due to the practice of crop rotation by farming locals. The name "Blossoming Longjing" was chosen to reflect the name of Longjing, and also to represent the hopes of the people for Longjing to blossom and grow in the days to come.
